Étienne Clément is a lawyer (Université Libre de Bruxelles, ULB, 1978), specialised in international law and cultural heritage law. As a UNESCO official from 1984 to 2015, he contributed to the elaboration of international conventions for the protection of cultural heritage (illicit trafficking, armed conflict, underwater heritage). He headed the UNESCO offices in Cambodia and the Pacific. He was Deputy Director of Field Operations (at Headquarters in Paris) and of the Asia-Pacific Regional Office in Bangkok. He has been teaching in Lille since 2005, first at the University of Lille 2 (Faculty of Law) and then at Science Po Lille. He is a member of the International Council on Monuments and Sites (ICOMOS). In the region, he occasionally advises governments on the implementation of conventions for the protection of cultural heritage. He is the author or co-author of articles and books on these international instruments. His recent publications include a guide entitled : Countering illicit trafficking of cultural objects in South-East Asia, capacity-building guide and methodologies (2019, UNESCO, Bangkok).
