Gemmes Vietnam

A large-scale project of the French Development Agency (AFD), General Monetary and Multisectoral Macrodynamics for the Ecological Shift (GEMMES) has the overall objective of assessing the macroeconomic impacts of climate change and simulating potential adaptation strategies in various developing countries. Adapted in six countries (Brazil, Colombia, Côte d’Ivoire, Morocco, Tunisia and Vietnam), the project dedicated to Vietnam (Gemmes-VN) focuses on the capacity of coastal zones to adapt to the unavoidable impacts of climate change and to increase their contribution to mitigation, thus strengthening global resilience.

Gemmes-VN is a key achievement of the terms of the Memorandum of Understanding signed between AFD and MONRE in March 2018 on the occasion of the official visit to the Elysée Palace of the Secretary General of the Vietnamese Communist Party. The use of the 2050 Facility to finance this applied research project is fully justified by its long-term prospective approach, a focus on issues of adaptation and resilience and strong expectations on the Vietnamese side.

Activities

The AFD held its kick-off meeting on 23-24 September 2019 in Hanoi. The meeting of the various teams made it possible to clarify the mutualized and respective tasks of each workpackage, as well as a schedule of deliverables.

The project was also presented at the conference Rethinking Asian Capitalism and Society in the 21st Century : A comparative overview on 30 years of Vietnam’s achievements under Doi Moi and Challenges ahead, which was organized by IRASEC at the Southern Institute of Social Sciences (SISS-VASS, Ho Chi Minh City).

The axes of work contain a research training component and the organization of seminars or conferences, actions to be carried out in the WP7 (DISSEMINATION) of the project.

Registered in Rouen since September 2018 under a thesis co-supervision, Mrs. NGUYEN Thi Thu-Ha, winner of the French Embassy’s 2018 Excellence Grants program, is carrying out her doctoral research in the framework of Gemmes-VN.

Programmed in 2020 - 2021 :

  • 16th Vietnamese meetings organized from March 30 to April 3, 2020 in Quy Nhon : “Climate change in the Asia-Pacific region : from environmental aspects to socioeconomic impacts”.
    Due to Covid-2019, this event has been postponed from 4 to 9 October 2020.
  • Submission for publication in academic journals and scientific conferences on the theme of climate change
