Negotiating Mobilities and Borders in Digitalising and Globalising Asia

This workshop was organized under the FORSEA/ORCHID Project, Global Mobilities in the Digital Age (NSTC/Campus France), in collaboration with CNRS/CEFC, IRASEC, and the Department of Geography at National Taiwan University, under the leadership of Prof. Hong Po-Yi and Dr. Beatrice Zani.

On the first day of the workshop, five presenters shared their papers, including Prof. Hong Po-Yi, who also offered a behind-the-scenes look at his second manuscript, which will be published in July.

The discussions enriched scholarly debates on oceanic globalization, the role of the state in disseminating ideas of kinship, how migrants leverage digital technologies, and the collaboration between local and migrant workers in Taiwan's agricultural sector. Every presentation was insightful and thought-provoking.

By tracing the migration of Taiwanese tea, Prof. Po-Yi's forthcoming book explores how tea has transformed the everyday practices of Taiwanese communities in Thailand. It also sheds light on debates surrounding food nationalism and perceptions of quality between locally produced and imported tea.

Taken together, the first day of the workshop provided stimulating discussions that encouraged us to rethink conventional narratives of mobility and borders.

On the second day of the workshop, three presenters shared their research on the role of networks in shaping migrants' mobility and aspirations.

One presenter discussed the challenges and aspirations of international students in Taiwan. Another examined ethical issues in the recruitment of migrant workers. Meanwhile, the final presenter shared her research on Vietnamese women working in massage parlors in a Sino-Vietnamese border city.

Following the presentations, audience members took the opportunity to discuss the difficulties faced by international students and the role that states can play in ensuring more ethical recruitment practices and reducing migration-related fees for migrant workers.

Sustainability science: a training in participatory approaches for environmental risk management

From 7 to 10 April 2025, a four-days training course on sustainability science was held at Mae Fah Luang University's School of Social Innovation (Chiang Rai) with the support of IRD, IRASEC and Chulalongkorn University (CU). The training gathered 20 students.

IRASEC, IRD and Chulalongkorn University (CU) collaborated to create a four-day training module entitled “Environmental risk management in the Mekong Basin : a multi-actor approach at the interfaces”. The aim was to equip 20 international development students from Mae Fah Luang University's School of Social Innovation with interdisciplinary skills linking environmental sciences and the social dimensions of sustainability.

The training combined theoretical lectures with case studies on environmental issues specific to the Mekong Basin (air pollution, floods, droughts, water quality, loss of biodiversity, etc.) Students gained an insight into participatory approaches to inclusive, sustainable development.

Collective learning

The lectures introduced the companion modeling approach (ComMod) : a participatory and adaptive research method, based on a combination of conceptual models, role-playing, and agent-based computer simulations. It is used to facilitate multi-stakeholder workshops to co-create shared representations of complex socio-ecological systems. This method is particularly useful in collective learning, negotiation and decision-making processes in the field of natural resource management.

Another key element of the training was to guide participants in the development of serious games as tools for experiential learning and participatory modeling. Four games were developed during the group sessions to serve multiple objectives : understanding system dynamics, representing complex socio-ecological interactions, facilitating discussions and negotiations between various stakeholders, and testing different management scenarios and policies.

Next edition

Building on the success of this first training course, partners are planning a second edition in 2026, which may include speakers and participants from the Mekong's neighboring countries to strengthen the regional perspective. The next edition will also include field visits to local communities affected by environmental changes.

Ultimately, the organizing institutions aim to make this module an annual training program that evolves to meet the region's emerging environmental challenges, while building a network of young professionals equipped with participatory approaches to sustainability science.

Environmental Risk Management in the Mekong Basin: a Multi-Stakeholder Approach at the Interfaces

From 7 to 10 April 2025, this training course for 2nd year BA students in International Development (25 participants) will take place at the School of Social Innovation, Mae Fah Luang University. It will be organized by Mae Fah Luang University ; Research Institute on Contemporary Southeast Asia (IRASEC) ; Chulalongkorn University ; French Research Institute for Development (IRD).

The training will focus on methodology through a succession of practical exercises and theoretical lectures. Introduction of case studies in the northern uplands of Thailand and Laos. The topics addressed will be : common resources management, stakeholder engagement in research, multi-stakeholder negotiation, cross-border management of environmental risks.

The training will be delivered by Krit Khanabsakdi, Sawang Meesaeng, Omsin Boonleart, and Tana Manasawasdi (Mae Fah Luang Univ.), Pongchai Dumrongrojwatthana (Chulalongkorn Univ.) and Jean-Christophe Castella (IRD). The coordination is provided by Gabriel Facal (IRASEC).

Global Young Scientist Summit 2025

IRASEC was represented at this year's GYSS by Clément Berthou, a doctoral student in economics at Grenoble Alpes University. He had the opportunity to present his research on the dollarization of Cambodia in a poster session, and to meet the two other CNRS representatives present : Paul Bruand and Lucile Vaschalde, both post-docs in Japan.

Inaugurated at the Stephen Riady Center of the National University of Singapore by Singapore's Deputy Prime Minister, Heng Swee Keat, in the presence of Her Royal Highness Princess Maha Chakri Sirindhorn, the Global Young Scientists Summit (GYSS) 2025 brought together 300 participants during the second week of January.

The event offered a rare opportunity to discover cutting-edge laboratories in Singaporean institutions, and enabled world-renowned young researchers and scientists to meet at this forum organized by the National Research Foundation. The summit brought together more than a dozen Nobel Prize winners, as well as Fields and Turing medallists. The GYSS program alternated between conferences, round tables and interactive workshops.

At this year's event, discussions focused on four major themes : the ethics of artificial intelligence, the growing importance of interdisciplinarity in scientific research, the challenges of sustainable growth, and future prospects in medical research.

Launch of the SEA-ROADS research project

On December 10 and 11, 2024, in Bangkok, Éric Daudé launched the SEA-ROADS project with his partners S. Boyer, A. Cebeillac, F. Girond, V. Herbreteau and R. Paul. among others, the SEA-ROADS project. He gave a presentation on intra-urban dengue risk models.

As part of the Summer School 2024 “Southeast Asia at the Heart of Indo-Pacific Strategies” co-organized by IRASEC, Université de Montréal and the German-Southeast Asian Center of Excellence for Public Policy and Good Governance (CPG) at Thammasat University, the 42 students present had the honor of exchanging views with French Ambassador Jean-Claude POIMBOEUF, European Union Ambassador David DALY and Canadian Embassy Political Affairs Counsellor Cathy HARDMAN, on the key points of Indo-Pacific strategies and the importance of Southeast Asia in this context.

La notion moderne de religion a émergé au XVIIIe siècle puis s'est imposée dans les sciences humaines et historiques. Née dans le contexte des Lumières, elle a en quelque sorte fait asseoir « la vraie religion » (le christianisme) auprès des autres traditions. Ce rapport dialectique et ambigu des sciences des religions avec le christianisme marqua la modernité.

Une telle relation s'explique dans le contexte du processus de sécularisation par lequel le politique a voulu échapper aux luttes « confessionnelles », germes de divisions pour des nations en voie d'affirmation. Paradoxalement, l'idée de « religion » serait le fruit de la sécularisation et non sa préparation En effet, l'emploi de la notion de religion permet une mise à distance des traditions religieuses d'avec la culture et le politique et, en tant qu'elle signifie l'objet d'une science, à les désacraliser. Aujourd'hui, est-il encore légitime de présenter des traditions religieuses selon la notion moderne et crypto chrétienne de la religion ? Dans un contexte qui accorde une estime plus marquée aux cultures et traditions extra européennes, ne faut-il pas déseuropéaniser la réalité cachée derrière le terme « religion », pour laisser la place à plus de diversité ?

Certes les tentatives de revenir à l'idée de la transcendance avec la phénoménologie des religions ont pu favoriser un élargissement à une diversité d'expériences religieuses. Cependant, leurs protagonistes ne pouvaient tout d'abord pas dissimuler leur origine chrétienne, bien plus ils réintroduisaient une part de non rationnel dans la science. Si le transcendant verse dans l'irrationnel, la théologie, en revanche, serait alors la manière de légitimer scientifiquement la science du religieux. Or, la théologie n'est-elle pas l'apanage des « confessants » et des religieux, plus prompts à justifier leurs propres croyances, qu'à les remettre en question dans une démarche scientifique ?

Une autre voie, indirecte et plus modeste, consisterait à penser les « religions » par un détour : les considérer dans le rapport au monde postmoderne, fragmenté, multiculturel, à la fois néolibéral et identitaire, mondialisé et localisé, marqué par le « wokisme », mais surtout par la crise écologique…Par le détour des relations qu'elles entretiennent avec ce monde et la manière dont elles y réagissent, il s'agirait de caractériser les traditions religieuses et d'y repérer de quelles visions spécifiques du monde elles sont porteuses et dans quels récits elles veulent y faire entrer l'humanité. Nous aboutirions ainsi à montrer comment les religions traduisent et déchiffrent, chacune à sa manière, le monde du XXIe siècle et à mieux cerner la notion de « religion ».

One Urban Health Workshop in Southeast Asia

The One Urban Health Workshop, organized by researchers Olivier Telle (CNRS, researcher at IRASEC) and Serge Morand (CNRS, associate researcher at IRASEC), took place on January 30-31 at CNRS Singapore, drawing over 100 participants from across Southeast Asia. The event featured 20 presentations and 2 group discussions, focusing on ‘One Health' initiatives within urban Southeast Asia. The workshop aimed finally to forge stronger links between the challenges and solutions brought by global urbanization and its impact on infectious diseases rise.

L'Asie du Sud-Est au cœur des stratégies indopacifiques

La Chaire d'études asiatiques et indopacifiques du CÉRIUM et du Centre d'études asiatiques (CETASE) coorganisent une école d'été du CÉRIUM – hors les murs portant sur la centralité géopolitique de l'Asie du Sud-Est au sein des stratégies indopacifiques. Au cours des dernières années, on assiste à la multiplication de ces stratégies, en grande partie en réaction à la montée en puissance de la Chine. Plusieurs États, dont le Canada et le Québec, ont élaboré leur propre stratégie. Au cœur de ces stratégies, l'Asie du Sud-Est est appelée à y jouer un rôle central. L'école d'été sera l'occasion d'explorer et de saisir comment les nouvelles dynamiques géopolitiques tant mondiales que régionales se déploient, et de manière plus précise, comment les États-membres de l'Association des Nations de l'Asie du Sud-Est (ANASE ou ASEAN en anglais) réagissent individuellement ou s'organisent collectivement en tant qu'organisation régionale. Coorganisée avec deux institutions de recherche européennes basées à Bangkok, soit l'Institut de recherches sur l'Asie du Sud-Est contemporaine (IRASEC) et le German-Southeast Asian Center of Excellence for Public Policy and Good Governance (CPG), l'école d'été hors les murs se déroulera sur le campus Tha Phra Chan de l'Université Thammasat à Bangkok en Thaïlande.

Cette école aura pour but de permettre à plus de 25 étudiants.es de l'Université de Montréal et autres universités canadiennes ainsi qu'à une dizaine d'étudiant.e.s de la région de mieux comprendre les enjeux et défis de la mise en place des différentes stratégies indopacifiques. On recense actuellement plus d'une dizaine de stratégies
indopacifiques, mises de l'avant tant par les pays occidentaux, entre autres les États-Unis, Royaume-Uni, France, Canada, et Québec, mais aussi de l'Asie, notamment l'Inde, le Japon et le Tonga. De manière plus précise, les objectifs suivants guideront l'organisation de l'École d'été 2024 :

Exposer les étudiants.es (maîtrise et doctorat) de l'Université de Montréal et d'autres universités québécoises et canadiennes, ainsi que de l'Université Thammasat et autres universités de la région aux différentes dimensions, fondements géopolitiques et intérêts des différentes stratégies indopacifiques.
Permettre une compréhension nuancée des différentes positions qui existent au sein des onze pays de l'Association des Nations de l'Asie du Sud-Est (ASEAN) face à ces stratégies, ainsi que les choix qui sont faits entre des actions multilatérales coordonnées ou des approches axées sur le bilatéralisme.
Faciliter des rencontres avec des acteurs politiques de États de la région, des officiels et négociateurs de l'ASEAN, ainsi que des membres des corps diplomatiques des pays ayant mis en place une stratégie indopacifique.
Organiser des rencontres avec les représentants des grands groupes du secteur entrepreneurial privé, ainsi que les membres d'organisation de la société civile pour cerner leurs perceptions, intérêts et positions face à ces stratégies et la géopolitique contemporaine qui marque l'Asie du Sud-Est.
Découvrir les différentes organisations internationales, dont plusieurs agences onusiennes, ainsi que des banques multilatérales de développement qui ont des bureaux à Bangkok afin de mettre en perspective la géopolitique contemporaines de la région au sein des politiques de gouvernance globale.

Climate change, escalating pollution, and the loss of wildlife pose major health challenges for individuals in Southeast Asia. Additionally, while historical pathogens like dengue, malaria, and scrub typhus persist, there is an alarming increase in epidemics due to emerging viruses, especially zoonoses, which are rapidly emerging in the region.

In response to these challenges, the 'One Health' approach, which highlights the interdependence between human, animal, and environmental health, is gaining recognition.

In response to these challenges, the 'One Health' approach, which highlights the interdependence between human, animal, and environmental health, is gaining recognition.

This approach is vital in the current context of interconnected changes. However, urban areas have been neglected in One Health studies.

This is problematic since urbanization not only modifies the ecology of vectors of pathogens but also significantly alters the interconnections between animals, individuals, and their environment. Yet, as hubs connecting international, national, and local levels, they also have the potential to address this intertwined health beyond the local level.

This conference, framed in the context of the CNRS@CREATE SPACE project (Shaping Public Adaptive Capacity For Environmental Infectious Diseases), aims to provide an overview of 'One Health' initiatives emerging in urban Southeast Asia. We will explore how these initiatives can not only respond to current health challenges but also contribute to shaping a healthier and more sustainable future for the region and beyond.
