Semaine franco-thaïlandaise du droit et de la justice : séminaire consacré à la lutte contre la pédocriminalité

Les 11 et 12 juin 2026, l'ambassade de France en Thaïlande a organisé un séminaire franco-thaïlandais consacré à la lutte contre la pédocriminalité, dans le cadre de la 3ᵉ édition de la Semaine franco-thaïlandaise du droit et de la justice et du 170ᵉ anniversaire des relations diplomatiques entre les deux pays. Alors que des affaires tragiques ont récemment ravivé en France l'émotion collective et rappelé l'urgence absolue d'agir pour protéger les enfants, cette rencontre a réuni, sous l'impulsion du poste du magistrat de liaison et du service de sécurité intérieure, magistrats, policiers, universitaires, experts institutionnels et acteurs de la société civile autour d'un constat partagé : la pédocriminalité constitue indéniablement une menace transnationale, qui appelle une réponse coordonnée, rapide et résolue.

La première journée a porté sur le volet institutionnel et judiciaire. Représentants des autorités françaises et thaïlandaises, organisations internationales de protection de l'enfance et acteurs associatifs ont confronté leurs cadres juridiques, leurs pratiques d'enquête et les modalités concrètes de leur coopération. Les échanges ont mis en évidence une convergence forte des préoccupations des deux pays, qu'il s'agisse de renforcer les capacités d'investigation, d'identifier plus efficacement les victimes ou de fluidifier la circulation de l'information entre services compétents. Les intervenants ont rappelé que la lutte contre l'exploitation sexuelle des mineurs ne s'arrête pas aux frontières nationales. Elle suppose en effet des canaux d'entraide judiciaire fiables, des points de contact identifiés et des procédures suffisamment souples pour suivre le rythme des auteurs, qui exploitent sans relâche les angles morts du droit international.

La seconde journée s'est concentrée sur le traitement des signalements et sur le rôle des acteurs techniques dans la prévention des contenus illicites en ligne. Les services d'enquête spécialisés français et thaïlandais ont détaillé les circuits de prise en charge, depuis le signalement initial jusqu'à l'orientation des victimes vers les structures d'accompagnement. Les interventions du secteur associatif et de l'écosystème numérique thaïlandais ont souligné le rôle décisif des plateformes : leur capacité à détecter, retirer et signaler les contenus pédopornographiques conditionne directement la rapidité d'intervention des forces de l'ordre. Les intervenants ont souligné que chaque heure compte dans ces dossiers sensibles. Ainsi, chaque jour de délai supplémentaire accroît le risque pour les enfants exposés, complique l'identification des auteurs et fragilise la chaîne probatoire.

Au fil des discussions, les participants ont rappelé l'ampleur croissante des menaces numériques : grooming, sextorsion, livestreaming d'abus, détournement de l'intelligence artificielle générative à des fins de production d'images d'abus sexuels d'enfants. Ces phénomènes, par nature transfrontaliers, exposent les victimes à des préjudices durables et défient les architectures de coopération traditionnelles. Le séminaire a confirmé qu'une réponse intégrée, articulant pouvoirs publics, forces de l'ordre, plateformes numériques et organisations spécialisées, conditionne aujourd'hui la capacité à identifier les victimes à temps et à poursuivre efficacement les auteurs. Réduire les délais de réponse, simplifier les voies d'entraide pénale, harmoniser les standards techniques de signalement constituent autant de priorités partagées par la France et la Thaïlande, qui structureront les coopérations à venir au service d'une exigence commune, protéger l'enfance partout et sans délai.

A symposium dedicated to legal influences between France and Thailand

Marking the 170th anniversary of diplomatic relations between France and Thailand, Thammasat University, in collaboration with the liaison magistrate service at the French Embassy, hosted a Legal Symposium on "Legal Perspectives and Influences" in Bangkok on June 9–10, 2026, bringing together academics, judges, institutions, and experts from both countries.

Over two days, Thai and French speakers—including some members of the Foundation for Continental Law—addressed the main stages of the modernization of Thai law, the evolution of legal institutions, Franco-Thai academic exchanges, as well as the major contemporary challenges facing both legal systems.

Within this framework, Magalie Bourdier, Legal Cooperation Officer at IRASEC, participated in the roundtable discussion on diplomacy, politics, and the Westernization of Thai law. Her presentation traced the process of modernization of Thai law initiated in the late 19th century during the reign of King Chulalongkorn, marked by the gradual introduction of the major principles of continental European law, particularly the influence of French law in the codification of Thai legal texts.

Her presentation also highlighted contemporary legal cooperation between France and Thailand. This cooperation is manifested through sustained institutional dialogue, exchanges of expertise, training programs for judges, academics, and legal professionals, as well as the regular organization of seminars on topics of mutual interest such as notary reform, criminal justice, family law, environmental protection, and combating child sexual abuse.

On November 28, 2025, Christine Cabasset contributed to the seminar “Current Dynamics in Southeast Asia” with a presentation entitled “2025 Accession of Timor-Leste to ASEAN : Grounds, Stakes, and Prospects of Timor-Leste's Long Quest for ASEAN.” Organized every two months by CASE-Inalco (Paris), CERI Sciences Po (Paris), and the Center for East and Southeast Asian Studies (ACE, Lund University), the seminar was dedicated that day to East Timor and its recent accession (October 26) to the Association of Southeast Asian Nations (ASEAN).

The date of the 28 Nov. was not picked by accident since that day Timor-Leste will commemorate the 50th anniversary of its first declaration of independence in 1975.

Three years after its in-principle approval and fourteen years after its official application to join the regional organisation, Timor-Leste is about to become ASEAN's eleventh member state. This accession marks both the end of a long political quest to join ASEAN and the beginning of a new journey to fully benefit from its membership. On 28 November, Timor-Leste will celebrate the 50th anniversary of its first declaration of independence. Against this background, revisiting the foundations, challenges, and prospects of its ASEAN accession provides an excellent opportunity to situate the country within Southeast Asia's historical, geopolitical, and economic contexts. Interestingly, throughout the fourteen-year waiting period, most of the arguments cited as manifestations of ASEAN member states' reluctance to accept Timor-Leste into the grouping were economic in nature. This presentation explores what we see as the main political and geopolitical factors. It also highlights the significant ongoing downturn in Timor-Leste's relations with the ten other ASEAN member states. Today, Indonesia and Singapore are among the main supporters of Timor-Leste, notably through ASEAN-related training programmes for East Timorese diplomats and civil servants, as well as economic investments.

Seminar on Road Safety in Southeast Asia: Issues and Prospects

The seminar is jointly organized by the French Embassy in Thailand and the Research Institute on Contemporary Southeast Asia (IRASEC). It will gather experts from Thailand, the United Nations and France, providing a comparative approach to global issues of road safety and formulating concrete recommendations. It will include three round-table discussions and presentations led by experts from various Southeast Asian countries and France (magistrates and police officers), for a comparative approach to the context and challenges of road safety in Southeast Asia, and the formulation of concrete recommendations for improving road safety. The round tables will be held in English, with Thai interpretation.

According to the World Health Organization (WHO), Southeast Asia is the 2^nd region in the world most affected by road deaths, and Thailand, the country with the highest road death rate in this region.
The WHO's “Global status report on road safety 2018” indicates that the number of deaths due to road accidents worldwide continues to rise, reaching 1.35 million in 2016, while the mortality rate relative to the size of the world's population has stabilized in recent years. The progress made in a number of countries to stabilize the overall risk of dying from road accidents has not occurred at a fast enough pace to offset the increase in population and rapid motorization of transport in many parts of the world.
Where progress has been made, this is largely attributable to improved legislation on key risks such as speeding, drink-driving and failure to wear seatbelts, motorcycle helmets and child restraints.
Effective enforcement involves establishing, regularly updating and enforcing laws at national, municipal and local levels to combat the above-mentioned risk factors. It also means establishing appropriate levels of penalties. These measures have helped reduce road deaths in 48 countries.

What safety for two-wheelers in Southeast Asia ?
In Southeast Asia, the growing number of motorcyclists not wearing helmets is a scourge. While motorcyclists and passengers account for 28% of all road deaths, in Southeast Asia this proportion rises to 43%. These figures reflect the scale of the problem, but they also raise profound questions about the underlying causes of road unsafety.

From a sociological point of view, it is essential to understand driver behavior, attitudes towards safety and public awareness. From a public policy point of view, we need to take account of existing regulations, their enforcement and cooperation between governments to harmonize standards. The economic stakes are also high, as road accidents entail high costs in terms of healthcare, lost productivity and damaged infrastructure.
To reflect together on the complex and interconnected issues in this hard-hit region, we propose to bring together multi-disciplinary experts and researchers in a seminar, and thus create a space where knowledge will be shared, ideas discussed and best practices identified. By encouraging an inter-state dialogue, we aim to transcend national boundaries and address road safety as a regional challenge requiring cooperation and mutual understanding.

Climate and Health Regional Dialogue

ASEAN enlargement: a political decision

With a presentation entitled “ASEAN enlargement : a political decision”, Christine Cabasset took part in the seminar “Timor-Leste's Regional Integration : ASEAN Focus” organized by the Center for Advanced Training of the National University Timor LoroSa'e (UNTL) on May 10, 2024, at the Oriente Foundation in Dili. Laurentina 'Mica' Barreto Soares, a lecturer in UNTL's Department of International Relations, was also on hand. Opened by UNTL Rector Professor Dr. João Soares Martins, the event brought together around 100 economics students and several UNTL teachers, including Apolinario Magno, Director of the Center for Advanced Training, economist and main organizer of the seminar.

The day before, Christine Cabasset had met with SE Maria da Costa Rangel, East Timorese Vice-Minister for ASEAN, to whom she had presented a copy of IRASEC's book L'Asie du Sud-Est 2024. Bilan, enjeux et perspectives.

Private patronage in modern & contemporary southeast asian art ecologies & art histories, 20th–21st centuries

IRASEC, the Art History Department of Silpakorn University (Bangkok), the Musée national d'art moderne – Centre Pompidou and Amis du Centre Pompidou (Paris) are organizing an international symposium on private patronage in modern and contemporary art in Southeast Asia. Specialists from four different countries will meet on Saturday February 24 at the Bangkok Art and Culture Center to discuss this issue. This event is supported the Embassy fo France in Thailand.

Since the inception of art—as defined in modern Europe—in Southeast Asia in the late 19th century, the ecologies and histories of modern and contemporary Southeast Asian art have been forged by a host of homologous actors and factors : artists, scholars, critics, curators, dealers, collectors, patrons, educators, art writers and museum professionals, together with vernacular aesthetico-ethical sensibilities, national cultural policies (or the absence of them) and so forth. Hitherto, art historical discourse has however remained centred around the producer, production and produce of art. This symposium shifts the focus to another node in the industry : private patronage. In paying critical attention to private patronage's role in art ecologies and art historical narratives in various parts of Southeast Asia in the 20th and 21st centuries, it seeks to initiate comparative perspectives on the topic within the region.

In most parts of Southeast Asia where public patronage has been weak or precarious, if not quasi-absent, private patronage has been instrumental in mobilising financial and human resources to spur the production of art, the celebration of artists and the development of art worlds. In addition to building historical collections and rendering them accessible to the general public through donations to public institutions or the creation of private museums, enlightened private patrons have founded spaces and platforms lending to the recognition of lesser known artistic practices and communities, as well as promoted scholarship by way of funding research, translation and publication projects, and public programmes, among other initiatives, hence nourishing ecologies of art and charting the course of histories of art.

In Private Patronage in Modern & Contemporary Southeast Asian Art Ecologies & Art Histories, 20th–21st Centuries, to investigate and open up debate on the historical import of private patronage in modern and contemporary Southeast Asian art, we ask : who are some of these patrons ; what motivates them ; what have they done and how so ? How has their philanthropy impacted modern and contemporary Southeast Asian art and its prominence at the national, regional and international levels ? How have their priorities and activities evolved over time from the 20th to the 21st century, and what of their role in the future ? Lastly, how might a shift in focus to their roles in the history of Southeast Asian art revise the ways in which we write nascent critical histories of art in the region ?

Lutte contre la drogue et sécurité de la nation aux Philippines

Jérémy Ianni participera au séminaire Regards croisés sur la sécurité, organisé par le LARJ (Laboratoire de recherche juridique-EA 3603), Université du Littoral Côte d'Opale, le 2 février 2024 à Boulogne-sur-Mer (hybride en ligne).

Sa contribution, intitulée Lutte contre la drogue et sécurité de la nation aux Philippines, porte sur les groupes évangéliques, en particulier les groupes Born Again, et la lutte contre la consommation et la vente de drogue aux Philippines. Ces groupes contribuent de la lutte contre la consommation de drogue à travers des activités d'évangélisations qu'ils proposent au cœur des quartiers. Ces activités sont organisées en relation avec les barangay, et mobilisent divers acteurs locaux.
