&lt;p style=&#034;text-align: justify;&#034;&gt;&lt;a href='https://irasec.com/IMG/UserFiles/Images/Actus/News_2026/Seminaire_lutte_pedocriminalite-2.jpg'&gt;&lt;img alt=&#034;Table ronde sur le traitement du signalement des victimes&#034; height='199' src='https://irasec.com/IMG/UserFiles/Images/Actus/News_2026/Seminaire_lutte_pedocriminalite-2_small.jpg' style='float:left' width='250' /&gt;&lt;/a&gt;La premi&#232;re journ&#233;e a port&#233; sur le volet institutionnel et judiciaire. Repr&#233;sentants des autorit&#233;s fran&#231;aises et tha&#239;landaises, organisations internationales de protection de l'enfance et acteurs associatifs ont confront&#233; leurs cadres juridiques, leurs pratiques d'enqu&#234;te et les modalit&#233;s concr&#232;tes de leur coop&#233;ration. Les &#233;changes ont mis en &#233;vidence une convergence forte des pr&#233;occupations des deux pays, qu'il s'agisse de renforcer les capacit&#233;s d'investigation, d'identifier plus efficacement les victimes ou de fluidifier la circulation de l'information entre services comp&#233;tents. Les intervenants ont rappel&#233; que la lutte contre l'exploitation sexuelle des mineurs ne s'arr&#234;te pas aux fronti&#232;res nationales. Elle suppose en effet des canaux d'entraide judiciaire fiables, des points de contact identifi&#233;s et des proc&#233;dures suffisamment souples pour suivre le rythme des auteurs, qui exploitent sans rel&#226;che les angles morts du droit international.&lt;/p&gt;
&lt;p style=&#034;text-align: justify;&#034;&gt;La seconde journ&#233;e s'est concentr&#233;e sur le traitement des signalements et sur le r&#244;le des acteurs techniques dans la pr&#233;vention des contenus illicites en ligne. Les services d'enqu&#234;te sp&#233;cialis&#233;s fran&#231;ais et tha&#239;landais ont d&#233;taill&#233; les circuits de prise en charge, depuis le signalement initial jusqu'&#224; l'orientation des victimes vers les structures d'accompagnement. Les interventions du secteur associatif et de l'&#233;cosyst&#232;me num&#233;rique tha&#239;landais ont soulign&#233; le r&#244;le d&#233;cisif des plateformes : leur capacit&#233; &#224; d&#233;tecter, retirer et signaler les contenus p&#233;dopornographiques conditionne directement la rapidit&#233; d'intervention des forces de l'ordre. Les intervenants ont soulign&#233; que chaque heure compte dans ces dossiers sensibles. Ainsi, chaque jour de d&#233;lai suppl&#233;mentaire accro&#238;t le risque pour les enfants expos&#233;s, complique l'identification des auteurs et fragilise la cha&#238;ne probatoire.&lt;/p&gt;
&lt;p style=&#034;text-align: justify;&#034;&gt;&lt;a href='https://irasec.com/IMG/UserFiles/Images/Actus/News_2026/Seminaire_lutte_pedocriminalite-3.jpg'&gt;&lt;img alt=&#034;Table ronde de pr&#233;sentation de cas pratiques franco-tha&#239;landais&#034; height='176' src='https://irasec.com/IMG/UserFiles/Images/Actus/News_2026/Seminaire_lutte_pedocriminalite-3_small.jpg' style='float:right' width='250' /&gt;&lt;/a&gt;Au fil des discussions, les participants ont rappel&#233; l'ampleur croissante des menaces num&#233;riques : &lt;em&gt;grooming&lt;/em&gt;, sextorsion, &lt;em&gt;livestreaming &lt;/em&gt;d'abus, d&#233;tournement de l'intelligence artificielle g&#233;n&#233;rative &#224; des fins de production d'images d'abus sexuels d'enfants. Ces ph&#233;nom&#232;nes, par nature transfrontaliers, exposent les victimes &#224; des pr&#233;judices durables et d&#233;fient les architectures de coop&#233;ration traditionnelles. Le s&#233;minaire a confirm&#233; qu'une r&#233;ponse int&#233;gr&#233;e, articulant pouvoirs publics, forces de l'ordre, plateformes num&#233;riques et organisations sp&#233;cialis&#233;es, conditionne aujourd'hui la capacit&#233; &#224; identifier les victimes &#224; temps et &#224; poursuivre efficacement les auteurs. R&#233;duire les d&#233;lais de r&#233;ponse, simplifier les voies d'entraide p&#233;nale, harmoniser les standards techniques de signalement constituent autant de priorit&#233;s partag&#233;es par la France et la Tha&#239;lande, qui structureront les coop&#233;rations &#224; venir au service d'une exigence commune, prot&#233;ger l'enfance partout et sans d&#233;lai.&lt;/p&gt;&lt;/div&gt;

&lt;p style=&#034;text-align: justify;&#034;&gt;Le conflit ouvert entre le Cambodge et la Tha&#239;lande en juillet 2025 a remis au premier plan les enjeux li&#233;s aux fronti&#232;res h&#233;rit&#233;es des colonisations europ&#233;ennes en Asie du Sud-Est, dont plusieurs demeurent contest&#233;es. Plus largement, les fronti&#232;res et autres espaces p&#233;riph&#233;riques constituent souvent un lieu privil&#233;gi&#233; d'expression des pressions exerc&#233;es par l'&#201;tat sur les minorit&#233;s ethniques. Ces lieux cristallisent ainsi des politiques de souverainet&#233; et de contr&#244;le des marges territoriales, qui affectent en premier lieu les populations &#224; la fois g&#233;ographiquement &#233;loign&#233;es et culturellement distinctes du groupe ethnique majoritaire. D&#232;s lors, les populations locales se trouvent fr&#233;quemment transform&#233;es en instruments, voire en victimes, des politiques frontali&#232;res. Les &#201;tats peuvent en effet les mobiliser au service de la consolidation, ou m&#234;me de l'extension du territoire, par le d&#233;placement, la militarisation ou l'int&#233;gration forc&#233;e. Trois dynamiques seront ici distingu&#233;es : l'h&#233;ritage des contentieux frontaliers, les politiques de contr&#244;le des minorit&#233;s et l'int&#233;gration &#233;conomique des marges au profit des centres. Fronti&#232;res contest&#233;es, marges surveill&#233;es Des fronti&#232;res coloniales en h&#233;ritage L'h&#233;ritage colonial constitue le premier facteur pesant sur les populations et, le cas &#233;ch&#233;ant, sur les conflits frontaliers, dans la mesure o&#249; les ind&#233;pendances se sont inscrites dans les limites spatiales d&#233;finies par les anciennes puissances coloniales.&lt;/p&gt;

&lt;p style=&#034;text-align: justify;&#034;&gt;Prenez le m&#233;tro &#224; Singapour. &#192; la sortie de son tunnel, sous les gratteciel des banques puis les condominiums des expatri&#233;s, appara&#238;t un autre visage de la cit&#233;-&#201;tat : celui des cit&#233;s-dortoirs, o&#249; les longues barres c&#232;dent progressivement la place aux hautes tours, puis celui d'une banlieue industrieuse, faite d'entrep&#244;ts, d'ateliers et de dortoirs pour travailleurs sud-asiatiques. Loin de l'image habituelle de l'&#171; air-conditioned nation &#187;, le visiteur retrouve ici le visage laborieux du pionnier singapourien. L'industrie manufacturi&#232;re demeure en effet un pilier de l'&#233;conomie nationale : en 2023, elle repr&#233;sentait environ 19 % du produit int&#233;rieur brut (PIB) singapourien. Le virage num&#233;rique s'inscrit dans cette continuit&#233; productive. Les data centers trouvent d&#233;sormais leur place dans un paysage longtemps structur&#233; par les containers et les infrastructures logistiques. Port&#233;e par l'&#171; Industry 4.0 &#187;, la part de la manufacture pourrait atteindre 28,4 % du PIB en 2028.&lt;br /&gt;
D'abord &#171; cit&#233;-entrep&#244;t &#187; &#224; l'&#233;poque de Temasek (aux abords du XIVe si&#232;cle), puis sous domination britannique &#224; partir de 1819, Singapour s'affirme d&#232;s 1972 comme une &#171; global city &#187;, selon la formule employ&#233;e par le ministre des Affaires &#233;trang&#232;res S. Rajaratnam. Lee Kuan Yew, Premier ministre de 1959 &#224; 1994, &#339;uvre continuellement en ce sens, notamment en promouvant tr&#232;s t&#244;t l'usage d'un anglais fonctionnel et internationalis&#233;.&lt;/p&gt;

&lt;p style=&#034;text-align: justify;&#034;&gt;This presentation introduces &lt;em&gt;V&#7883;t &#272;&#7921;c&lt;/em&gt; &#8212; a Vietnamese language satirical newspaper published from July 1938 to July 1939. The presentation will discuss four aspects of the newspaper. First, it will introduce the formation of the newspaper and the biographies of its founders within the intellectual world of colonial Hanoi in the 1930s. Second, it will discuss the influence of &lt;em&gt;Le Canard Encha&#238;n&#233;&lt;/em&gt; on &lt;em&gt;V&#7883;t &#272;&#7921;c&lt;/em&gt;. Third, it will describe how the newspaper successfully localized the verbal and visual humor that its French counterpart espoused. Fourth, it will analyze selected columns that best demonstrate the newspaper's contrarian politics, particularly its critique of polarizing partisanship in colonial Vietnam's domestic politics following the victory of the Popular Front in 1936. As the newspaper was created against the backdrop of failed colonial reform and imperial meltdowns in anticipation of another World War, its commitments to vernacular satire and non-partisanship suggested an alternative vision of a Vietnam beyond the split of monarchism, republicanism, and communism.&lt;/p&gt;&lt;/div&gt;

&lt;p style=&#034;text-align: justify;&#034;&gt;Over two days, Thai and French speakers&#8212;including some members of the Foundation for Continental Law&#8212;addressed the main stages of the modernization of Thai law, the evolution of legal institutions, Franco-Thai academic exchanges, as well as the major contemporary challenges facing both legal systems.&lt;/p&gt;
&lt;p style=&#034;text-align: justify;&#034;&gt;&lt;a href='https://irasec.com/IMG/UserFiles/Images/Actus/News_2026/3e_semaine_Droit-02.jpg'&gt;&lt;img alt=&#034;Intervenants&#034; height='127' src='https://irasec.com/IMG/UserFiles/Images/Actus/News_2026/3e_semaine_Droit-02_small.jpg' style='float:left' width='250' /&gt;&lt;/a&gt;Within this framework, Magalie Bourdier, Legal Cooperation Officer at IRASEC, participated in the roundtable discussion on diplomacy, politics, and the Westernization of Thai law. Her presentation traced the process of modernization of Thai law initiated in the late 19th century during the reign of King Chulalongkorn, marked by the gradual introduction of the major principles of continental European law, particularly the influence of French law in the codification of Thai legal texts.&lt;/p&gt;
&lt;p style=&#034;text-align: justify;&#034;&gt;Her presentation also highlighted contemporary legal cooperation between France and Thailand. This cooperation is manifested through sustained institutional dialogue, exchanges of expertise, training programs for judges, academics, and legal professionals, as well as the regular organization of seminars on topics of mutual interest such as notary reform, criminal justice, family law, environmental protection, and combating child sexual abuse.&lt;br /&gt;

&lt;p style=&#034;text-align: justify;&#034;&gt;&lt;a href='https://irasec.com/IMG/UserFiles/Images/Actus/News_2026/Negotiating_Mobilities_and_Borders-03.jpg'&gt;&lt;img alt=&#034;Beatrice Zani&#034; height='188' src='https://irasec.com/IMG/UserFiles/Images/Actus/News_2026/Negotiating_Mobilities_and_Borders-03_small.jpg' style='float:left' width='250' /&gt;&lt;/a&gt;The discussions enriched scholarly debates on oceanic globalization, the role of the state in disseminating ideas of kinship, how migrants leverage digital technologies, and the collaboration between local and migrant workers in Taiwan's agricultural sector. Every presentation was insightful and thought-provoking.&lt;/p&gt;
&lt;p style=&#034;text-align: justify;&#034;&gt;By tracing the migration of Taiwanese tea, Prof. Po-Yi's forthcoming book explores how tea has transformed the everyday practices of Taiwanese communities in Thailand. It also sheds light on debates surrounding food nationalism and perceptions of quality between locally produced and imported tea.&lt;/p&gt;
&lt;p style=&#034;text-align: justify;&#034;&gt;Taken together, the first day of the workshop provided stimulating discussions that encouraged us to rethink conventional narratives of mobility and borders.&lt;/p&gt;
&lt;p style=&#034;text-align: justify;&#034;&gt; &lt;/p&gt;
&lt;p&gt;&lt;strong&gt;&lt;a href='https://irasec.com/IMG/UserFiles/Images/Actus/News_2026/Negotiating_Mobilities_and_Borders-02.jpg'&gt;&lt;img alt=&#034;Shao-Yun CHANG&#034; height='188' src='https://irasec.com/IMG/UserFiles/Images/Actus/News_2026/Negotiating_Mobilities_and_Borders-02_small.jpg' style='float:right' width='250' /&gt;&lt;/a&gt;On the second day&lt;/strong&gt; of the workshop, three presenters shared their research on the role of networks in shaping migrants' mobility and aspirations.&lt;/p&gt;
&lt;p&gt;One presenter discussed the challenges and aspirations of international students in Taiwan. Another examined ethical issues in the recruitment of migrant workers. Meanwhile, the final presenter shared her research on Vietnamese women working in massage parlors in a Sino-Vietnamese border city.&lt;/p&gt;
&lt;p&gt;Following the presentations, audience members took the opportunity to discuss the difficulties faced by international students and the role that states can play in ensuring more ethical recruitment practices and reducing migration-related fees for migrant workers.&lt;/p&gt;

Indeed, the digital has become infrastructural for the function of society. E-commerce, social media platforms, applications, digital payment systems, and AI tools have become deeply embedded in social organization, power relations, and everyday life, and nowhere more so than in Asia. This seminar adopts an infrastructural approach to exploring the profound implications of digital transformation. It defines infrastructure as a ubiquitous organizational means for human and non-human things, exhibiting characteristics such as reliability, invisibility, adaptability, and gateway functions. Infrastructuralization, then, refers to the process through which a digital technology becomes infrastructure.&lt;/p&gt;
&lt;p style=&#034;text-align: justify;&#034;&gt;Using the digital as an entry point, this workshop aims to develop a more comprehensive framework for interdisciplinary enquiry and collaboration. We are broadly interested in work on the digital that addresses the ways that these novel social forms are becoming infrastructural. How do we determine whether a particular digital technology has become infrastructure ? How does the digital constitute new forms of spatiality and shape societies and social life in specific ways ? How does this theorization intersect with processes such as urbanization, territorialization, platformization, and globalization ? What do the organizational, spatial, material, economic, legal, sociocultural, ecological, and ideological processes of infrastructuralization look like ? Given the contextual variability and complexity of digital transformation, this workshop invites scholars to engage with three interconnected themes : agency, contingency, and possibility.&lt;/p&gt;
&lt;p style=&#034;text-align: justify;&#034;&gt;&lt;strong&gt;Agency&lt;/strong&gt; : The infrastructuralization of the digital has put new capacities in play that are not clearly possessed by either states, corporations, groups, or individuals. An infrastructure approach asks what light this may shed on state-making, forms of hegemony, digital access, and infrastructural violence. Which actors are using the digital, and how ? What are the conditions under which the digital serves as enabling or disabling force vis-&#224;-vis certain individual aspirations, collective movements, and national objectives ? How do usage and accessibility constitute hierarchies, inequalities, and forms of exclusion ?&lt;/p&gt;
&lt;p style=&#034;text-align: justify;&#034;&gt;&lt;strong&gt;Contingency&lt;/strong&gt; : The digital produces not only intended, desirable outcomes, but also unintended effects, revealing a pervasive contingency. Throughout the processes of infrastructuralization, what outcomes and effects are produced, and how are they produced ? Do actors, such as governments, enterprises, groups, and individuals, use the digital in the ways they were designed to be used ? Why or why not ? How are these outcomes and effects similar or different across countries and contexts ?&lt;/p&gt;
&lt;p style=&#034;text-align: justify;&#034;&gt;&lt;strong&gt;Possibility&lt;/strong&gt; : An infrastructure approach to the digital foregrounds inherently transnational, interregional, and comparative perspectives, inviting scholars to move beyond the logic of linear progression which often underlies colonist and developmentalist approaches. What other, more diverse perspectives on the ways societies progress today does this make visible ? How can examining the practical, ethnographic, and theoretical implications of infrastructuralizing the digital, allow us to acknowledge the hegemony and violence constitutive of the digital, but also to explore possibilities for a more just and hopeful world ?&lt;/p&gt;
&lt;p style=&#034;text-align: justify;&#034;&gt; &lt;/p&gt;
&lt;h3 style=&#034;text-align: justify;&#034;&gt;SUBMISSION GUIDELINES&lt;/h3&gt;&lt;p style=&#034;text-align: justify;&#034;&gt;This workshop invites contributions grounded in &lt;strong&gt;empirically grounded in ethnographic and other forms of qualitative research conducted primarily in Asia&lt;/strong&gt;. Paper proposals should include a title, an abstract (maximum 300 words), and a brief personal biography (about 150 words), and be submitted by &lt;span style=&#034;color:#e74c3c;&#034;&gt;&lt;strong&gt;10 July 2026&lt;/strong&gt;&lt;/span&gt;. Please specify details such as methodology, fieldsites, length of fieldwork, number of participants, and sources of data. Additionally, please include a statement confirming that your proposed paper has not been published or committed elsewhere, and that you are willing to revise the version of your paper presented at the workshop for potential inclusion in a special issue. Please submit your proposal using the form available on the website. An AI-use disclaimer is required for submission.&lt;/p&gt;
&lt;p style=&#034;text-align: justify;&#034;&gt;Authors of selected proposals will be notified by the &lt;strong&gt;mid of August 2026&lt;/strong&gt;. &lt;h3&gt;The difficult, dirty, and dangerous job that sustains Taiwan's economy&lt;/h3&gt;&lt;p style=&#034;text-align: justify;&#034;&gt;Big Asian economies like those in Taiwan, China, South Korea, and Singapore, heavily rely on foreign labor to move commodities and sustain their maritime economies. What draws foreign workers to positions on fishing vessels ?&lt;br /&gt;
Work on fishing vessels is difficult, dirty, and dangerous. Entry-level positions may pay just US$550 to $600 per month for more than 12 hours of work each work day. Some workers will pay an agent up to $3,500 to secure the job for them, then pay them around $100 each month to keep it, meaning some will continue to work beyond their limits to repay that debt.&lt;/p&gt;
