L'IRASEC accueille chaque année trois stagiaires pour une durée de quatre mois à Bangkok (Thaïlande). Ce stage à plein temps offre aux étudiants l'opportunité de travailler dans un laboratoire de recherche en sciences humaines et sociales sur le sud-est asiatique contemporain. Les périodes de stages sont : janvier-avril, mai-août et septembre-décembre.

Semaine franco-thaïlandaise du droit et de la justice : séminaire consacré à la lutte contre la pédocriminalité

Les 11 et 12 juin 2026, l'ambassade de France en Thaïlande a organisé un séminaire franco-thaïlandais consacré à la lutte contre la pédocriminalité, dans le cadre de la 3ᵉ édition de la Semaine franco-thaïlandaise du droit et de la justice et du 170ᵉ anniversaire des relations diplomatiques entre les deux pays. Alors que des affaires tragiques ont récemment ravivé en France l'émotion collective et rappelé l'urgence absolue d'agir pour protéger les enfants, cette rencontre a réuni, sous l'impulsion du poste du magistrat de liaison et du service de sécurité intérieure, magistrats, policiers, universitaires, experts institutionnels et acteurs de la société civile autour d'un constat partagé : la pédocriminalité constitue indéniablement une menace transnationale, qui appelle une réponse coordonnée, rapide et résolue.

La première journée a porté sur le volet institutionnel et judiciaire. Représentants des autorités françaises et thaïlandaises, organisations internationales de protection de l'enfance et acteurs associatifs ont confronté leurs cadres juridiques, leurs pratiques d'enquête et les modalités concrètes de leur coopération. Les échanges ont mis en évidence une convergence forte des préoccupations des deux pays, qu'il s'agisse de renforcer les capacités d'investigation, d'identifier plus efficacement les victimes ou de fluidifier la circulation de l'information entre services compétents. Les intervenants ont rappelé que la lutte contre l'exploitation sexuelle des mineurs ne s'arrête pas aux frontières nationales. Elle suppose en effet des canaux d'entraide judiciaire fiables, des points de contact identifiés et des procédures suffisamment souples pour suivre le rythme des auteurs, qui exploitent sans relâche les angles morts du droit international.

La seconde journée s'est concentrée sur le traitement des signalements et sur le rôle des acteurs techniques dans la prévention des contenus illicites en ligne. Les services d'enquête spécialisés français et thaïlandais ont détaillé les circuits de prise en charge, depuis le signalement initial jusqu'à l'orientation des victimes vers les structures d'accompagnement. Les interventions du secteur associatif et de l'écosystème numérique thaïlandais ont souligné le rôle décisif des plateformes : leur capacité à détecter, retirer et signaler les contenus pédopornographiques conditionne directement la rapidité d'intervention des forces de l'ordre. Les intervenants ont souligné que chaque heure compte dans ces dossiers sensibles. Ainsi, chaque jour de délai supplémentaire accroît le risque pour les enfants exposés, complique l'identification des auteurs et fragilise la chaîne probatoire.

Au fil des discussions, les participants ont rappelé l'ampleur croissante des menaces numériques : grooming, sextorsion, livestreaming d'abus, détournement de l'intelligence artificielle générative à des fins de production d'images d'abus sexuels d'enfants. Ces phénomènes, par nature transfrontaliers, exposent les victimes à des préjudices durables et défient les architectures de coopération traditionnelles. Le séminaire a confirmé qu'une réponse intégrée, articulant pouvoirs publics, forces de l'ordre, plateformes numériques et organisations spécialisées, conditionne aujourd'hui la capacité à identifier les victimes à temps et à poursuivre efficacement les auteurs. Réduire les délais de réponse, simplifier les voies d'entraide pénale, harmoniser les standards techniques de signalement constituent autant de priorités partagées par la France et la Thaïlande, qui structureront les coopérations à venir au service d'une exigence commune, protéger l'enfance partout et sans délai.

Le conflit ouvert entre le Cambodge et la Thaïlande en juillet 2025 a remis au premier plan les enjeux liés aux frontières héritées des colonisations européennes en Asie du Sud-Est, dont plusieurs demeurent contestées. Plus largement, les frontières et autres espaces périphériques constituent souvent un lieu privilégié d'expression des pressions exercées par l'État sur les minorités ethniques. Ces lieux cristallisent ainsi des politiques de souveraineté et de contrôle des marges territoriales, qui affectent en premier lieu les populations à la fois géographiquement éloignées et culturellement distinctes du groupe ethnique majoritaire. Dès lors, les populations locales se trouvent fréquemment transformées en instruments, voire en victimes, des politiques frontalières. Les États peuvent en effet les mobiliser au service de la consolidation, ou même de l'extension du territoire, par le déplacement, la militarisation ou l'intégration forcée. Trois dynamiques seront ici distinguées : l'héritage des contentieux frontaliers, les politiques de contrôle des minorités et l'intégration économique des marges au profit des centres. Frontières contestées, marges surveillées Des frontières coloniales en héritage L'héritage colonial constitue le premier facteur pesant sur les populations et, le cas échéant, sur les conflits frontaliers, dans la mesure où les indépendances se sont inscrites dans les limites spatiales définies par les anciennes puissances coloniales.

Prenez le métro à Singapour. À la sortie de son tunnel, sous les gratteciel des banques puis les condominiums des expatriés, apparaît un autre visage de la cité-État : celui des cités-dortoirs, où les longues barres cèdent progressivement la place aux hautes tours, puis celui d'une banlieue industrieuse, faite d'entrepôts, d'ateliers et de dortoirs pour travailleurs sud-asiatiques. Loin de l'image habituelle de l'« air-conditioned nation », le visiteur retrouve ici le visage laborieux du pionnier singapourien. L'industrie manufacturière demeure en effet un pilier de l'économie nationale : en 2023, elle représentait environ 19 % du produit intérieur brut (PIB) singapourien. Le virage numérique s'inscrit dans cette continuité productive. Les data centers trouvent désormais leur place dans un paysage longtemps structuré par les containers et les infrastructures logistiques. Portée par l'« Industry 4.0 », la part de la manufacture pourrait atteindre 28,4 % du PIB en 2028.
D'abord « cité-entrepôt » à l'époque de Temasek (aux abords du XIVe siècle), puis sous domination britannique à partir de 1819, Singapour s'affirme dès 1972 comme une « global city », selon la formule employée par le ministre des Affaires étrangères S. Rajaratnam. Lee Kuan Yew, Premier ministre de 1959 à 1994, œuvre continuellement en ce sens, notamment en promouvant très tôt l'usage d'un anglais fonctionnel et internationalisé.

This presentation introduces Vịt Đực — a Vietnamese language satirical newspaper published from July 1938 to July 1939. The presentation will discuss four aspects of the newspaper. First, it will introduce the formation of the newspaper and the biographies of its founders within the intellectual world of colonial Hanoi in the 1930s. Second, it will discuss the influence of Le Canard Enchaîné on Vịt Đực. Third, it will describe how the newspaper successfully localized the verbal and visual humor that its French counterpart espoused. Fourth, it will analyze selected columns that best demonstrate the newspaper's contrarian politics, particularly its critique of polarizing partisanship in colonial Vietnam's domestic politics following the victory of the Popular Front in 1936. As the newspaper was created against the backdrop of failed colonial reform and imperial meltdowns in anticipation of another World War, its commitments to vernacular satire and non-partisanship suggested an alternative vision of a Vietnam beyond the split of monarchism, republicanism, and communism.

A symposium dedicated to legal influences between France and Thailand

Marking the 170th anniversary of diplomatic relations between France and Thailand, Thammasat University, in collaboration with the liaison magistrate service at the French Embassy, hosted a Legal Symposium on "Legal Perspectives and Influences" in Bangkok on June 9–10, 2026, bringing together academics, judges, institutions, and experts from both countries.

Over two days, Thai and French speakers—including some members of the Foundation for Continental Law—addressed the main stages of the modernization of Thai law, the evolution of legal institutions, Franco-Thai academic exchanges, as well as the major contemporary challenges facing both legal systems.

Within this framework, Magalie Bourdier, Legal Cooperation Officer at IRASEC, participated in the roundtable discussion on diplomacy, politics, and the Westernization of Thai law. Her presentation traced the process of modernization of Thai law initiated in the late 19th century during the reign of King Chulalongkorn, marked by the gradual introduction of the major principles of continental European law, particularly the influence of French law in the codification of Thai legal texts.

Her presentation also highlighted contemporary legal cooperation between France and Thailand. This cooperation is manifested through sustained institutional dialogue, exchanges of expertise, training programs for judges, academics, and legal professionals, as well as the regular organization of seminars on topics of mutual interest such as notary reform, criminal justice, family law, environmental protection, and combating child sexual abuse.

Negotiating Mobilities and Borders in Digitalising and Globalising Asia

This workshop was organized under the FORSEA/ORCHID Project, Global Mobilities in the Digital Age (NSTC/Campus France), in collaboration with CNRS/CEFC, IRASEC, and the Department of Geography at National Taiwan University, under the leadership of Prof. Hong Po-Yi and Dr. Beatrice Zani.

On the first day of the workshop, five presenters shared their papers, including Prof. Hong Po-Yi, who also offered a behind-the-scenes look at his second manuscript, which will be published in July.

The discussions enriched scholarly debates on oceanic globalization, the role of the state in disseminating ideas of kinship, how migrants leverage digital technologies, and the collaboration between local and migrant workers in Taiwan's agricultural sector. Every presentation was insightful and thought-provoking.

By tracing the migration of Taiwanese tea, Prof. Po-Yi's forthcoming book explores how tea has transformed the everyday practices of Taiwanese communities in Thailand. It also sheds light on debates surrounding food nationalism and perceptions of quality between locally produced and imported tea.

Taken together, the first day of the workshop provided stimulating discussions that encouraged us to rethink conventional narratives of mobility and borders.

On the second day of the workshop, three presenters shared their research on the role of networks in shaping migrants' mobility and aspirations.

One presenter discussed the challenges and aspirations of international students in Taiwan. Another examined ethical issues in the recruitment of migrant workers. Meanwhile, the final presenter shared her research on Vietnamese women working in massage parlors in a Sino-Vietnamese border city.

Following the presentations, audience members took the opportunity to discuss the difficulties faced by international students and the role that states can play in ensuring more ethical recruitment practices and reducing migration-related fees for migrant workers.

Becoming Infrastructure: Digital Ubiquity, Societal Transformation, and Spaces of Possibility

Elisabeth PEYROUX, IRASEC researcher, and research fellows from the National University of Singapore (NUS) invites scholars to submit proposals for an interdisciplinary workshop exploring how the digital became infrastructural for the function of society. 🌐

Digital technologies have significantly transformed our societies. Indeed, the digital has become infrastructural for the function of society. E-commerce, social media platforms, applications, digital payment systems, and AI tools have become deeply embedded in social organization, power relations, and everyday life, and nowhere more so than in Asia. This seminar adopts an infrastructural approach to exploring the profound implications of digital transformation. It defines infrastructure as a ubiquitous organizational means for human and non-human things, exhibiting characteristics such as reliability, invisibility, adaptability, and gateway functions. Infrastructuralization, then, refers to the process through which a digital technology becomes infrastructure.

Using the digital as an entry point, this workshop aims to develop a more comprehensive framework for interdisciplinary enquiry and collaboration. We are broadly interested in work on the digital that addresses the ways that these novel social forms are becoming infrastructural. How do we determine whether a particular digital technology has become infrastructure ? How does the digital constitute new forms of spatiality and shape societies and social life in specific ways ? How does this theorization intersect with processes such as urbanization, territorialization, platformization, and globalization ? What do the organizational, spatial, material, economic, legal, sociocultural, ecological, and ideological processes of infrastructuralization look like ? Given the contextual variability and complexity of digital transformation, this workshop invites scholars to engage with three interconnected themes : agency, contingency, and possibility.

Agency : The infrastructuralization of the digital has put new capacities in play that are not clearly possessed by either states, corporations, groups, or individuals. An infrastructure approach asks what light this may shed on state-making, forms of hegemony, digital access, and infrastructural violence. Which actors are using the digital, and how ? What are the conditions under which the digital serves as enabling or disabling force vis-à-vis certain individual aspirations, collective movements, and national objectives ? How do usage and accessibility constitute hierarchies, inequalities, and forms of exclusion ?

Contingency : The digital produces not only intended, desirable outcomes, but also unintended effects, revealing a pervasive contingency. Throughout the processes of infrastructuralization, what outcomes and effects are produced, and how are they produced ? Do actors, such as governments, enterprises, groups, and individuals, use the digital in the ways they were designed to be used ? Why or why not ? How are these outcomes and effects similar or different across countries and contexts ?

Possibility : An infrastructure approach to the digital foregrounds inherently transnational, interregional, and comparative perspectives, inviting scholars to move beyond the logic of linear progression which often underlies colonist and developmentalist approaches. What other, more diverse perspectives on the ways societies progress today does this make visible ? How can examining the practical, ethnographic, and theoretical implications of infrastructuralizing the digital, allow us to acknowledge the hegemony and violence constitutive of the digital, but also to explore possibilities for a more just and hopeful world ?

SUBMISSION GUIDELINES

This workshop invites contributions grounded in empirically grounded in ethnographic and other forms of qualitative research conducted primarily in Asia. Paper proposals should include a title, an abstract (maximum 300 words), and a brief personal biography (about 150 words), and be submitted by 10 July 2026. Please specify details such as methodology, fieldsites, length of fieldwork, number of participants, and sources of data. Additionally, please include a statement confirming that your proposed paper has not been published or committed elsewhere, and that you are willing to revise the version of your paper presented at the workshop for potential inclusion in a special issue. Please submit your proposal using the form available on the website. An AI-use disclaimer is required for submission.

Authors of selected proposals will be notified by the mid of August 2026. Presenters will be required to submit short draft papers (between 3,000-5,000 words) by 18 January 2027. These papers will be distributed to fellow speakers and chairpersons prior to the workshop and do not need to be fully polished.

This workshop will be held in person. Full or partial airfare funding will be offered to overseas participants, as well as three nights of accommodation in Singapore. Please indicate your funding needs in the proposal form.

On May 30, Gabriel FACAL delivered a presentation in Indonesian titled “Returning to the Field with the Kanekes Indigenous Society : A Multidisciplinary and Multi-Sectoral Team Effort,” as part of a seminar at the Faculty of Social and Political Sciences at Serang Raya University – UNSERA (Indonesia). This presentation was part of a two-week stay involving meetings and field visits conducted at two sites with the ANR AltLife team (Alternative Life Projects in Rural South & Southeast Asia), in collaboration with five faculty members and a dozen students from UNSERA.

Autonomous Social Sciences and Alternative Development in Times of Multiple Crises

On May 21, 22, and 23, IRASEC co-organized an international conference titled “Autonomous Social Sciences and Alternative Development in Times of Multiple Crises,” in partnership with the Center for Agricultural and Rural Development Studies (PSP3) at IPB University (Bogor) and the Alternative Development Program (AltDev) at the Center for Integrative and Development Studies at the University of the Philippines (UP). The Sajogyo Institute served as the coordinator, with the conference opening coinciding with the centenary of the birth of Mr. Sajogyo, a pioneer of Indonesian rural sociology. The event, which brought together over two hundred fifty presenters and nearly six hundred attendees, benefited from the involvement of two programs for which Gabriel FACAL is co-responsible on behalf of IRASEC : the ANR AltLife, which funded the participation of a presenter, and the IRN RUPTuRS, which funded the discussant of a panel.

In the interview, she discussed aspects of her research conducted under the ANR FORSEA project, which examines migration and forced labor in the maritime economies of globalized Asia.

The difficult, dirty, and dangerous job that sustains Taiwan's economy

Big Asian economies like those in Taiwan, China, South Korea, and Singapore, heavily rely on foreign labor to move commodities and sustain their maritime economies. What draws foreign workers to positions on fishing vessels ?
Work on fishing vessels is difficult, dirty, and dangerous. Entry-level positions may pay just US$550 to $600 per month for more than 12 hours of work each work day. Some workers will pay an agent up to $3,500 to secure the job for them, then pay them around $100 each month to keep it, meaning some will continue to work beyond their limits to repay that debt.
