Qaiser Anwarudin de la Banque centrale de Malaisie (Bank Negara Malaysia), Charles Eloi CYUSA d'Access to Finance Rwanda (AFR), Louise Johnston de Mastercard, Daniel Van Delft d'@iDEAL et le modérateur Clément Berthou, docteur en Économie, examinent comment les nouvelles formes de monnaie numérique peuvent s'intégrer aux infrastructures de paiement existantes. Les intervenants discuteront des obstacles techniques et réglementaires à l'interopérabilité avec les systèmes traditionnels, ainsi que des approches pratiques nécessaires pour permettre des transferts de valeur fluides, conformes et à grande échelle.

Après des années de projets pilotes, d'expérimentations et de validations de concept, les monnaies numériques entrent dans une phase de maturité. Maria Santos Oldham (Yellow Card), Silvia Wong (CIMB Group), Clément Berthou, docteur en Économie, Derek Rolle (Banque centrale des Bahamas) et John Ho discuteront de ce que signifie passer de la phase d'expérimentation à la mise en place d'une infrastructure concrète, en abordant les obstacles à l'adoption, la clarté réglementaire, l'interopérabilité et la confiance.

Cambodia's Dollarization : Infrastructural Analysis of the Cambodian Monetary Framework and its Dynamics (14 Mai)

Dans cette présentation Clément Berthou examine la dollarisation du Cambodge sous l'angle des infrastructures, en analysant comment les systèmes de paiement et l'architecture monétaire façonnent la dynamique monétaire. S'appuyant sur son travail de terrain mené dans le cadre de sa thèse de doctorat, cette étude met en lumière le paradoxe de la dollarisation : tout en limitant la souveraineté monétaire (politique monétaire restreinte), les infrastructures de paiement ont simultanément permis au Cambodge de mobiliser des ressources financières pour la reconstruction nationale après trois décennies de conflit et d'instabilité.

Dans le cadre de la Semaine franco-thaïlandaise du droit et de la justice, organisée du 6 au 10 octobre 2025 par le service du Magistrat de liaison de l'Ambassade de France en Thaïlande, se tiendra, le mercredi 8 octobre 2025, la Journée du Droit.
Cette 2^e édition de la Semaine franco-thaïlandaise du droit et de la justice avec pour thème « Le droit garant de la sécurité juridique et la protection des plus vulnérables », a pour objectif de renforcer la coopération juridique entre la France et la Thaïlande à travers un échange des pratiques et des connaissances. Cet événement est l'occasion de réunir des professionnels du droit, universitaires, avocats, juges, procureurs, notaires et policiers, français et thaïlandais, afin de réfléchir sur les instruments juridiques qui protègent les justiciables et citoyens.

Le mercredi après-midi aura lieu un ciné-débat sur les violences intrafamiliales avec la projection du film « L'amour et les forêts » suivie d'une présentation de la procédure judiciaire et de la protection des victimes par Mme Valérie Grimaud, avocate, Conseil national du Barreau, et Mme Monia Taleb, juge aux affaires familiales, vice-présidente du tribunal judiciaire de Nanterre. La journée sera conclue, à 18h30, par un cocktail.

Road safety and sustainable urban transport in developing countries

In collaboration with the Embassy of France in Bangkok, IRASEC and the Office of the UN Secretary-General's Special Envoy on Road Safety, ESCAP is hosting a side event during the 81st Commission Session on "Road Safety and Sustainable Urban Transport Development in Developing Countries." The event took place in-person at the United Nations Conference Centre and online on 22 April 2025.

As urbanization rapidly reshapes cities across Asia and the Pacific, road safety is essential for building resilient, sustainable, and inclusive urban transport systems. This side event will highlight the importance of integrating road safety into urban planning to promote multimodal transport solutions that reduce road traffic injuries and fatalities. It will also explore how road safety interventions, along with land-use planning and travel demand management, contribute to safer and more sustainable mobility for all. The session will showcase ongoing efforts in the region to optimize both motorized and non-motorized transport modes, reduce road exposure, and ensure equitable access to mobility, in alignment with the goals of the Decade of Action for Road Safety 2021-2030 and the Regional Plan of Action for Asia and the Pacific.

In Indonesia, 2024 was punctuated by election campaigns and various ballots : presidential and legislative votes (February 14), then to renew 545 regional chiefs (November 27), most of whom were previously represented on an interim basis.
While some mass-based parties have experienced a setback, and the number of candidates from political dynasties has increased compared to previous elections, do these elections mark a renewal or, on the contrary, are they part of a continuity ? How should we interpret the large number of army and police officers (both active and veteran) appointed to the Cabinet of newly-elected President Prabowo Subianto ? Have the numerous modifications and manipulations of electoral regulations and mechanisms that have marked 2023 and 2024 eroded citizens' confidence in the democratic system ?

During these discussions, participants - librarians, curators, archivists, researchers and policy-makers - have been invited to share their experiences, best practices and innovative approaches.

Amidst the effervescent debates on the decolonisation of the social sciences and humanities, and more specifically of area studies, focused on the issue of collections, considered as a broad term referring to library collections, archives and artefacts. We brought together researchers in Asian studies from different parts of the world and professionals who work and reflect on building and providing access to various types of collections.

Aspirations for more equal production of and access to knowledge come up against very real obstacles. Attempts to overcome and/or bypass these obstacles are being made through digital technology, which is not without raising a number of issues.

Following an overview of the issues, and a review of initiatives and projects carried out in different places rooted in local contexts, we tried to open a debate enabling us to examine the idea of collections, rethink collaborations and develop new approaches and solutions around collections and the institutions that house them. The roundtable tried to contribute to charting a path towards more inclusive, equitable, and relevant knowledge circulation.

The roundtable discussion was structured as two interactive sessions – public resources first, then private ones – encouraging open dialogue, discussions, with Q&A session. Participants were invited to share experiences, best practices, and innovative approaches. This roundtable was aimed at librarians, archivists, and researchers mainly, including Aditia Gunawan (National Librairy, Jakarta), Annabel Gallop (British Library, London), Cheryl Loo (ISEAS, Singapore), Chia Tsun Lin (Snn Ya Tsen Nanyang Memorial Hall), Chuong-Dai Vo (Centre des Récollets, Paris), Esmond Soh (NTU, Singapore), Marieke Bloembergen (KITLV, Leiden), Mohomoudou Houssouba (University of Basel), Nur Diyana Andul Kader (NUS), Ryan Pratama (U. of Jember), Surajit Sarkar (Kerala Museum), Swan Tan (National Gallery, Singapore), Tom Hoogervorst (KITLV, Leiden), and Viki Chua (ISEAS, Singapore).

While Southeast Asia is completing a strong geopolitical sequence and the region remains a strategic area in the relations of influence in the Indo-Pacific, several countries are also focused on electoral agendas and the domestic political dynamics they impel.
The Philippines has seen the holding of a presidential election (May 2022) for which an initial assessment has yet to be made, while the general elections in Malaysia (November 2022) and the presidential one in Timor-Leste (April 2022), followed by the legislative elections in May 2023, open up new dynamics that have yet to be consolidated.
Other upcoming elections show important contrasts between countries, between polls in 2023 with results that are not very uncertain in terms of political renewal, as in Thailand (legislative elections, 14 May) and Cambodia (legislative elections, 23 July), and a campaign that is still open and whose results could lead to very different directions, as in the Indonesian archipelago (general elections in February 2024).
The conference will provide an opportunity for experts from six countries to work together to decipher the issues and consequences of these elections (including the future ones). Moreover, based on a regional perspective, it will try to draw comparisons, parallels and contrasts, and to identify broad regional trends in the functioning of electoral systems and the political institutions on which they are based.

Espace aux contours assez mal définis et sujets à diverses interprétations de la part des acteurs qui y accolent des stratégies, l'Indo-Pacifique s'est imposé au cours de la dernière décennie comme un enjeu majeur des relations internationales. Approche géopolitique, elle a supplanté celle, plus économique, d'Asie-Pacifique. L'Indo-Pacifique marque ainsi un glissement sémantique qui voit le passage d'une perception politico-économique de l'Asie à une construction plus stratégique, mais aussi plus vaste. Le flou quant à ses frontières géographiques se reflète toutefois dans l'ambiguïté conceptuelle de la notion d'Indo-Pacifique qui, bien que définie comme une stratégie ou une vision, n'est pour autant pas assortie d'objectifs clairs. S'agit-il de développer un nouveau régionalisme dont l'identité serait plus stratégique qu'économique ? La référence constante à un espace « libre et ouvert » est-elle le signe d'une dynamique d'intégration ou la prise de conscience de menaces inédites ? Comment interpréter la structuration de divers formats et de coalitions, comme l'AUKUS et le Quad, en parallèle de l'émergence du concept d'Indo-Pacifique, et dans le contexte de la rivalité sino-américaine ? En somme, quels nouveaux rapports de force sont à l'œuvre derrière les nombreux discours sur l'Indo-Pacifique ?

At the 40th and 41st ASEAN Summits in Phnom Penh in November 2022, the ASEAN leaders agreed in principle to admit Timor-Leste to be the 11th member of ASEAN. Although no date was given yet for the membership, the 2022 decision constituted by far the most significant move since 2011, when Timor-Leste landed its application to the regional organisation.
Since no other application was so carefully scrutinized by ASEAN Secretariat, academics as well as journalists have questioned, throughout the last 11 years, the motivation of Timor-Leste to join the grouping, the “readiness” of the latter, and the potential factors explaining the length of the process and the reluctance of ASEAN countries to let getting in the new member. However, unexpectedly, Cambodia has played a major role in 2022 when the country assumed the ASEAN presidency, while Timor-Leste is now relying on Indonesia, the ASEAN Chair in 2023, to see its application moving forward.
How to interpret this change in ASEAN organisation perception vis-à-vis Timor-Leste application ? What influence or change, if any, Timor-Leste membership would impulse to the regional grouping and to the current status of regional integration ? And more generally in the regional geopolitics marked by the USA-China rivalry and tensions in the South China Sea ?
